⚽ Merger in doubt as SWPL chief quits

The planned merger of the South West Peninsula League and Western League has been thrown into doubt after SWPL secretary Phil Hiscox withdrew from the project.
In an open letter to The FA's head of the National League System, Laurence Jones, on behalf of the SWPL, Hiscox revealed that members from the SWPL side of the steering committee set up to oversee the merger have lost confidence in the committee and have stepped down.
Hiscox, who retains his role as secretary of the SWPL, said the Western League’s failure to compromise on key roles within the new setup means ‘what remains on the table cannot be looked upon as anything other than a take-over of football in the South West by the Western League’.
Cornwall Sports Media understands the Western League held an emergency meeting at 3pm this afternoon to discuss the SWPL’s statement, which is believed to have come as a surprise to the League.
Following the meeting, the Western League released a statement confirming that talks had broken down, adding that the merger ‘always intended to bring together the best of both leagues’, and that it ‘remains committed to find a solution across the South West’.
It began: “The Board of the Western Football League can confirm that talks with representatives from the South West Peninsula League, concerning the creation of a new Western Peninsula League, have broken down.
“The merger between the two Leagues was always intended to bring together the best of both Leagues and whilst a huge amount of progress has been made, talks broke down over the roles and responsibilities that will sit at the heart of the new Leagues administration.
“Despite the intervention of the Football Association, which we welcomed, it has not been possible to resurrect the merger. We were due to meet with representatives of the SWPL today (6th February) to agree on the one outstanding issue which is the role of the football secretary. However this was pre-empted by a statement put out by the SWPL stating that they would no longer be engaging in any further discussions with the Western League.”
What has happened?
The proposed merger of the SWPL and the Western League was announced last summer in an attempt to give members of the former a sustainable route through the pyramid and placate the Bristol-based membership of the latter, who grew increasingly worried about the number of extra journeys to Cornwall.
The leagues set up a steering committee to oversee the merger, but have been unable to agree on the allocation of directors and officials to the new league from each side. According to the SWPL, the Western League wishes to claim six of the nine available officer positions: the chairman, vice chairman, company secretary, fixtures secretary, ground grading officer and match officials director; leaving the SWPL with just three: general secretary, treasurer and welfare officer.
Hiscox added that the only compromise from the Western League has been for their fixtures secretary George McCaffery to administer the two divisions at Step 5 and for Hiscox to look after the three divisions at Step 6 — a proposal that Hiscox blasted as ‘insulting’.
He said: “This is not something I could ever agree to as it’s both insulting to my experience, would create a two-tier system that is unfair on the clubs, and a flagrant breach of the promise [Western League chairman] John [Pool] made at the very start of this journey, where he clearly stated, ‘You have earned the right to choose what you want to do, Phil’.”
This imbalance has led Hiscox to label the proposed merger ‘a take-over of football in the South West by the Western League’.
The SWPL statement continued: “We would have accepted the numerical imbalance of both Officers and Directors, IF and only IF, we could rely on [Pool’s] word, but sadly this is not the case. Without any real movement from John and the WL contingent, what remains on the table cannot be cannot be looked upon as anything other than a take-over of football in the South West by the Western League.
“If the league does go ahead with this situation (and the need behind the re-structure itself to reduce travel is accepted by us) the proposed new league will start on a negative footing which will only add to the problems of trying to marry up two existing competitions and that would not be in the best interests of any of the member clubs of either existing league.”
In its response, the Western League said it felt the responsibilities of a secretary should be devolved across several individuals, and that leaving the role to one person ‘is not what we believe to be good practice’.
“The Western League Board strongly believe in devolving roles for fixture management, player registration and the administration of League business across a number of individuals, working collectively as a team,” the statement read.
“In this way, we have been able to support each other in times of difficulty and enable succession planning, as volunteers leave their roles. Combining these critical functions within one role is not what we believe to be good practice.
“As a compromise we agreed that the football secretary would handle registrations and transfers. We further offered that fixture scheduling could be managed between the football secretary and the fixtures secretary. At which point the talks broke down.”
Hiscox added that he and his fellow SWPL officers ‘remain willing and open to further discussion’ with the FA Leagues Committee should it wish to revisit the structure in any way.
The Western League also expressed its willingness to resolve the matter, saying it ‘remains committed to find a solution across the South West’.
“We recognise that this decision has profound implications for Clubs currently competing in the Western League Premier Division, specifically in relation to their costs of travel and for that reason we remain committed to find a solution across the South West of England,” the Western League statement read.
“We welcome the opportunity to discuss how this might best be achieved with the Football Association, going forward.”
What is the proposed merger?
The current season is due to be the last one with the current structure at Steps 5 and 6 of the NLS in the south west. Starting from the 2023/24 season, a new league comprising five divisions is set to be in operation instead.
The new league, named the Western Peninsula League, would be a merger of the existing Western and Peninsula Leagues who between them currently run four divisions: one at Step 5 and three at Step 6. The new league will run five divisions: two at Step 5, designed to reduce travel and costs, and still three at Step 6.
Why is it happening?
The FA’s most recent restructuring in April 2021 saw a huge change at Step 6 of the NLS. In a bid to encourage more clubs to climb the pyramid and increase fluidity between the levels, the governing body made it compulsory for clubs that won a Step 6 division to take promotion. If a club still refused on two occasions, they would instead be relegated.
Historically, Cornish clubs have tended to refuse promotion because of the vastly increased travel distances and times that come with the Western League. Recognising this, the FA decided to promote four clubs – which later became five – from the SWPL in one go, to help reduce the burden on travel for the first teams to take the plunge.
This, however, caused concerns among the Western League membership, which has been dominated by Bristol-based clubs for the last 30 years. Clubs were worried about the number of extra journeys into deepest Cornwall, so much so that Odd Down requested, and were granted, voluntary relegation into the Western League Division One ahead of the 2021/22 season.
Brislington did the same at the end of last season, while Keynsham Town, after refusing to travel to Mousehole for a rearranged fixture at the tail end of the 2021/22 campaign, later saw their attempt to move across to the Hellenic League denied by the FA.

Truro City are back on top of the Southern League Premier South table after an excellent 4-0 victory over Yate Town at Bolitho Park on Saturday.
With title rivals Weston-super-Mare dropping points in their goalless draw at Swindon Supermarine, City - who have played two more games than the Seagulls - are back at the summit for now at least…

🟢 Seagulls climb to second with five-goal win
Mousehole’s incredible run of form continues to show no sign of abating as the Seagulls chalked up a 5-0 victory over Cadbury Heath at their Trungle Parc home to extend their unbeaten run in the Western League to 18 matches.
A third consecutive league defeat for second-placed Bridgwater United, who shipped an injury-time winner at Welton Rovers, means the Seagulls are now up to second in the table…

“We’ve actually struggled at home, not results-wise but we’ve not necessarily played as well at home as we have away from home, so we wanted today to try and put a performance on that replicated what we’re doing away from home, and I felt that in the first half we did that.
“I’d have liked to have seen us be a bit more clinical and ruthless in the last 20 minutes, but it was nice to get the fifth and it was a good performance and I’m glad that we put on a better show at home than we have of late.”
On getting the job done by half time: “It’s so pleasing. We’ve had a lot of close games, even Street last week was 2-1 until the 80th minute, so it’s good for your heart rate without a doubt.
“We’ve said to the boys we’ve taken the lead a lot this year and we’ve scored a lot of late goals and both are good signs, but when we take the lead I want to see us go and punish teams and take the game away from teams, and I felt like we did that today and it was game over by half time which is a nice feeling.”
On now being one of the teams the rest are chasing: “Saltash are still ahead us so we’re chasing them down, but we’ve got ourselves in a good position. I think all season teams have wanted to come and beat us. I think because we did well last year there’s been a target on our back and I think even if we’re second or first that target is there.
“It sounds boring but if we just keep doing what we’re doing we’ll be fine, and the boys have put themselves in a position where we don’t need to look at other results: if they’re good and they win, we’ll be in a good position.”

Goals from Kieran O’Melia and Sean Thomson could not prevent Millbrook from falling to defeat in north Devon, with Callum Laird, Brodie Montague, Stuart Bowker and an own goal giving Barum victory. Brook are now without a win in eight games and haven’t won in the league since November 1.

James Ward scored twice as in-form Town brushed Clevedon aside to record their sixth win from their last seven outings, with Olly Walker nodding in his eighth of the season to cap off an excellent victory. Watch highlights

Neither side could break the deadlock at Marlborough Park, with seventh-placed Helston now finding themselves seven points off the top six.
Saltash United 3-1 Sherborne Town
Adam Carter, Callum Martindale and an own goal provided the goals for tabletoppers Saltash as they recorded their 17th win of the campaign at home to Sherborne, who had levelled through Alex Murphy.
Two late, late goals from Curtis Damerell rescued a point for The Point at home to Street. Ryan Richards had scored the hosts’ opener, with Harry Foster, Kyle Sampson and Merson Ham netting for the Cobblers.
Bridgwater’s late defeat at Welton means Mousehole leapfrog them into second, with Jake Ash’s side still five points off leaders Saltash United with three games in hand on the Ashes…

🏆 Liskeard kicked out of Senior Cup
Liskeard Athletic have been removed from the Cornwall Senior Cup after fielding an ineligible player in their quarter-final victory three weeks ago.
The Blues had been drawn to face fellow South West Peninsula League side Wendron United in the final four, but their quarter-final opponents Millbrook will now take on Michael O’Neill’s side instead.
Western League Premier Division leaders Saltash United will face divisional rivals Helston Athletic in the other semi-final.
Liskeard were due to join Helston, Saltash and Wendron in last week’s draw after defeating Millbrook 2-1 in their quarter-final tie on January 17, but their participation was thrown into doubt after the Brook lodged an appeal against the result.
The Blues, who have won the competition eight times, were charged for fielding an ineligible player, but denied any wrongdoing and argued their case in a hearing last week.
However, the Cornwall FA’s original decision has been upheld and the Blues have been removed from the competition with Millbrook taking their place.
The semi-finals are due to be played on Tuesday, March 14 and Wednesday, March 15, with neutral venues to be determined shortly.
✅ St Blazey secure big win as others slip up
There may be no change in the positions at the top of the SWPL but the big winners of the weekend were certainly St Blazey, who triumphed at Dobwalls thanks to a late penalty from Andy Watkins.
With title rivals Wendron United and Wadebridge Town both shipping late equalisers at Bodmin Town and Bude Town respectively, this was a good weekend for the Green and Blacks…
Bodmin Town 2-2 Wendron United
Dan Tate’s late, late goal earned Bodmin an excellent point at home to league leaders Wendron, with Finley Walker also netting for the home side.
Billy Hopcroft’s stoppage-time strike rescued a point for Bude at home to title challengers Wadebridge, who had led through Jacob Smale’s first-half effort.
Andy Watkins’ 85th-minute penalty sealed a narrow but potentially priceless win for title-chasing St Blazey. Dobwalls’ job was made harder when Vincent Wright-Harper-Inniss was sent off midway through the second half.
Goals from Jack Rapsey and Matty Sanders gave the improving Peppermints their 11th win of the campaign.
Silas Sullivan scored the only goal of the game as Penzance secured back-to-back league wins for the first time this season, despite having Tyler Tonkin sent off late on.
Strikes in either half from Billy McGowan and Noah Maund were enough for Callington Town to rack up back-to-back victories away from home for the first time in 2022/23, with Liam Parnell’s red card not proving to be costly for the Pasty Men.

Foxhole Stars are flying. The highest ranked team in Cornwall yet to taste defeat this season, they sit three points off the summit in the East Cornwall Premier League with as many games in hand, writes Tom Howe.
Their domestic form boasts 66 goals scored and only six conceded, with respective Intermediate and League Cup semi-finals against St Dominick and St Stephen approaching.
Young manager Seth Couch presided over a 13th consecutive win in all competitions on Saturday when the Foxes used all their cunning to dismantle rivals St Columb Major by five goals to nil.
Leading from the front is skipper Lee Rickard who, following 16 years with boyhood club St Dennis, stepped away from his comfort zone to embrace a new challenge further down the pyramid.
“Our season has become a very enjoyable one,” he told Cornwall Sports Media. “Winning games is a huge part of that but Seth has built a very strong squad on the pitch as well as off it. We all stay and have a beer after games and we are all mates. The feeling at the club is extremely good.

Raining goals: Fresh from shipping seven at Truro City reserves last week, Porthleven went one better and put eight past fellow St Piran League West strugglers Penryn Athletic on Saturday. Jonty Wheatley, Dan Parker and Conor Bowman scored two goals apiece, with Harry Luckett and Lucas Ziemacki also netting.
Beaten: Trelawny League Premier Division pacesetters West Cornwall were beaten for the first time this season, losing 4-2 at home to Camborne School of Mines. George Brown scored the hosts’ two goals, with West Cornwall now just two points clear of second-placed Troon.
Thriller: Dan Reeve scored a hat-trick as Helston Raiders defeated Penryn Athletic reserves 5-4 in a goal-fest at Kernick. Dan Hollings and Kian Rowland also netted as Helston climbed above Penryn to the top of the Trelawny League Division 4, with Mark Kent (2), Lewis Pellow and Liam Patterson replying for the home side.
Tabletoppers: Mark Cutts came off the bench to score twice as Duchy League Division 1 leaders Pensilva triumphed 5-3 at home to North Petherwin reserves. Brandon Arnill, Ryan Chapman and Sam Rogers also netted for the tabletoppers, while Mark Horrell (2) and Jamie Holden replied for the visitors.

St Austell let a two-goal lead slip as they fell to a 5-2 defeat at Southampton Women on Sunday.

Title blow: Sticker’s South West Regional Women’s Football League Western Division title bid suffered a huge blow as they fell to a 5-1 defeat at title rivals Marine Academy Plymouth. Samantha Drewery scored a hat-trick as MAP moved two points clear of the Burngullow Park side with a game in hand, with 26-goal top scorer Tori Marks netting Sticker’s consolation.
Mismatch: Being three divisions above their hosts, Liskeard Athletic were the overwhelming favourites to beat Penryn in their Cornwall Women’s Cup quarter-final tie and there was little surprise as the Blues ran out 18-0 winners at Kernick.
Super Seagulls: Mousehole join Liskeard in the semi-finals after they won 2-0 at Cornwall Women’s Football League Division 1 colleagues Bodmin. Jazmine Spencer-Amos and Sophie Wilson provided the goals for the Seagulls.
Hat-trick hero: Claudia Beaumont scored a hat-trick as CWFL Division 1 outfit Foxhole Stars triumphed 3-1 at Division 2 title challengers St Agnes in the other Women’s Cup quarter-final tie on Sunday.

FALMOUTH - There can’t be many happier managers in Cornwall right now than Falmouth Town chief Andrew Westgarth, who watched his side swat Barnstaple Town aside in their Les Phillips Cup tie at Bickland Park on Wednesday to record their fifth win from their last six games.
💚 Argyle suffer defeat at title rivals
Both Plymouth Argyle’s 12-game away unbeaten run and their run at the top of League One came to an end on Saturday following a 1-0 defeat at title rivals Sheffield Wednesday, who began the day in second spot.
Callum Paterson’s early effort ultimately proved to be enough to earn the Owls all three points in the top-of-the-table clash at Hillsborough.
The Owls man turned a low cross past Argyle custodian Mike Cooper in only the seventh minute to send the hosts ahead of the Greens to the top of League One on goal difference.
To make matters worse, Argyle lost centre-half Dan Scarr and goalkeeper Mike Cooper to injury during the first half, with the severity of their respective injuries yet to be confirmed.
“We could have done better with the early goal, but the lads showed great character because many other teams would crumble under that sort of pressure in the atmosphere that the game was played in today.
“That gives me good confidence that we're ready for this fight, and if we could carry on playing like that and putting in the effort that we did, then we'll be fine. We'll win plenty more games.”
Argyle’s defeat means Sheffield Wednesday climb to the top on goal difference, with the Owls enjoying a game in hand on the Pilgrims.
In-form Derby are probably Argyle’s main rivals for automatic promotion now, sitting eight points back in fourth but with a game in hand…
